REFERENCE IS MADE TO THE ABOVE REF (B) TURKISH NOTAM A2420/26 (041240  EUCYYIN JUN 2026) IN ORDER TO STATE THAT THE ATHINAI/ISTANBUL FIR  BOUNDARY BETWEEN POINTS 405000N0261000E AND 365000N030000E HAS BEEN  ESTABLISHED BY ICAO REGIONAL AGREEMENTS WITH THE PARTICIPATION AND  APPROVAL OF TURKIYE AND CONSEQUENTLY IS FOUNDED ON THE FIRMEST  POSSIBLE LEGAL BASIS AS NOTED IN OUR A1709/07 LGGGYNYX NOTAM.  MORE SPECIFICALLY, THE REGIONAL AIR NAVIGATION AGREEMENT REACHED IN  THE SECOND MIDDLE EAST REGIONAL AIR NAVIGATION MEETING (ISTANBUL  1950) AGREED THAT THE ATHINAI/ISTANBUL FIR BOUNDARY BETWEEN POINTS  405000N0261000E AND 365000N030000E FOLLOWS THE WESTERN FRONTIER OF  TURKIYE. THIS AGREEMENT WAS SUBSEQUENTLY APPROVED BY THE ICAO COUNCIL  ON 14 DEC 1950 (DOC 7055 MID/2 RAC) AND IN FEB 1958 (DOC 7879,  EUR/1).  FURTHERMORE, THE SAID ATHINAI/ISTANBUL FIR BOUNDARY WAS DEPICTED ON  CHART NUMBER 7 ATTACHED TO THE REGIONAL AIR NAVIGATION AGREEMENT  WHICH WAS REACHED IN THE THIRD REGIONAL AIR NAVIGATIONAL CONFERENCE  (PARIS 1952) AND SUBSEQUENTLY APPROVED BY THE ICAO COUNCIL ON 23 JUNE  1952.  ACCORDINGLY, GREECE HAS BEEN ASSIGNED RESPONSIBILITY FOR ALL ATM  SERVICES AND ICAO PURPOSES AS WELL AS FOR SAR WITHIN ATHINAI  FIR/HELLAS UIR AND IS THE ONLY COMPETENT AUTHORITY THEREIN.  THEREFORE, THE DEFINITION OF EXERCISE OR SAR AREAS WITH REFERENCE TO  THE AFOREMENTIONED ATHINAI/ISTANBUL FIR BOUNDARY, AS THIS BOUNDARY IS  CLEARLY DEPICTED IN THE ICAO AERONAUTICAL CHARTS, IS A JUSTIFIED AND  RIGHTFUL PRACTICE NOT LEAVING SPACE FOR MISLEADING OR  MISINTERPRETATIONS.  ON THE AFOREMENTIONED BASIS THE REF (A) GREEK NOTAM A1851/26 (041036  EUCYYIN JUN 2026) STATES THAT WITH REFERENCE TO REF (C) TURKISH NOTAM  A2306/26 (020749 EUCYYIN JUN 2026) A PART OF THE AREA AS DESCRIBED IN  REF (A) GREEK NOTAM A1851/26 (041036 EUCYYIN JUN 2026) STRICTLY LIES  WITHIN ATHINAI FIR WHERE THE ONLY COMPETENT AUTHORITY TO PROMULGATE  NOTAMS ACCORDING TO ICAO RULES AND REGULATIONS IS THE HELLENIC CIVIL  AVIATION AUTHORITY.
